Commuting openness: does a region's workforce work in it?
Of the employed people living in a region, how many work in that same region, how many in another region of the same country, and how many in a foreign country.

Definitions and method
This is not a region-to-region matrix and should not be described as one: Eurostat's dissemination API publishes the destination as four categories, not as a named region, so it can say a quarter of a region's workers leave it and not where they go. What it does give directly is the openness measure that determines how much of a local labour demand shock stays local - the variable Monte, Redding and Rossi-Hansberg show is missing from most estimates of local multipliers.
